Offered when you level up, three perks at a time.

Chance to show in one roll of three: 2.81%
Level up draws 3 perks. The game shuffles the perk deck with each card's rarity as its weight, so a higher rarity shows more often. A rarity of 0 has weight 0 and does not show while at least 3 perks with a higher rarity are still in the deck.
