Nothing in the hub sets this scene off, and nothing in the game changes when it ends. It runs from the story itself.
No act list names this scene, so a run does not place it in an act. The scene number above is its slot in the full story list, not the order you meet it in a run.

The scene
Final inspections are all clear. We have everything we need for battle.
Cool, so uhh- remind me what we’re actually like… doing?
In short, the planets we’ve been fighting on form a constellation. We’ll need to carve a sigil on each celestial body, creating a macro sigil through space.
A MEGA SIGIL!
Sure. Of course, we'll then need to protect each sigil until all of them are complete at once.
Quite the challenge.
But that’s not all.
It’s not?
Not even close. The constellation isn’t its own spell, it's more of a magnifier, almost like one of Chicha’s amps.
Cool!
Except this amp requires a sacrifice.
@#$%!
As the circle explained, the constellation will draw all the mana of a single mage, so that they may cast a single spell amplified across the entire cosmos.
The final sigil.
…It seems like our only option.
So again, we reach the question of who to sacrifice?
…
…
…
…There must be another way.
I’ll do it, la.
No you won’t. I have a plan to fix this but… I can’t say what it is.
Well that’s reassuring.
I need you to trust me.
You have my eternal trust my dear. Lead the way.
We trust you matcha. Let’s do this.
